3 | P a g e <br /> <br />River Road-Santa Clara Urban Facilities Plan <br /> <br />The following policies from the River Road-Santa Clara Urban Facilities plan apply to the subject property. There is no <br />development associated with this application and the subject property is not located within a River Road-Santa Clara subarea. <br /> <br />1. General Land Use. Minimize land use conflicts by promoting compatibility between land uses, especially among <br /> residential, commercial-industrial, and commercial-agricultural uses. (policy 1) <br /> <br />Response: The subject property is located within the Urban Growth Boundary and is zoned R-1 with an Urbanizable Land <br />Zone Overlay (/UL). Upon annexation, the /UL Overlay will cease to apply. The subject property is located within the Metro <br />Plan boundary and is designated as Low Density residential. There are no conflicts with continued residential use of the <br />subject property. <br /> <br />2. Residential Land Use. <br /> <br />a. Recognize and maintain the predominately low-density residential character of the area <br />consistent with the Metro Plan (Policy 1) <br /> <br />Response: The subject property contains one single-unit dwelling; no new development is associated with this application. <br />Any future development will comply with the standards required to maintain the predominantly low-density character of the <br />area. <br /> <br />3. The proposed annexation will result in a boundary in which the minimum level of key urban facilities and <br /> services, as defined in the Metro Plan, can be provided in an orderly, efficient, and timely manner. <br /> <br />Response: The proposed annexation of the subject property will result in a boundary in which the minimum level of key urban <br />facilities and services can be easily provided in an orderly, efficient, and timely manner. This area of River Road is highly <br />urbanized and because of the subject property’s proximity to existing urban facilities and services, utilities required to serve <br />the property are readily available. <br /> <br />Consistent with the Metro Plan and in compliance with EC 9.7825(3), the following utilities and services detailed below are in <br />place and readily available to the subject property proposed for annexation: <br /> <br />- Electric and water service is provided by EWEB. <br />- Natural gas facilities are provided by Northwest Natural Gas. <br />- Wastewater lines are existing in River Road adjacent to the subject property. <br />- Stormwater overflow will be directed to the existing public storm drainage system in River Road <br />- Santa Clara Rural Fire Protection District currently provides fire protection service to the area. Upon annexation, <br />service will be provided by Eugene-Springfield Fire & Rescue. <br />- Emergency Medical/ Ambulance services are currently provided by Eugene-Springfield Fire & Rescue. <br />- The subject property has access to existing LTD service on nearby River Road providing transportation access from <br />the north and south. <br />- The property is within Eugene School District 4J and is within the district boundaries of Awbrey Park Elementary <br />School, Madison Middle School, and North Eugene High School. <br /> <br /> <br />
