From:Elaine Hanks
To:GIOELLO Nick R
Subject:Written testimony for Public hearing January 14,2025, Braewood Hills 3rd addition
Date:Sunday, January 5, 2025 3:34:23 PM
You don't often get email from elaine.hanks@gmail.com. Learn why this is important
[EXTERNAL ]
I am writing to you for a third time about the development of this property
for 39 lots and infrastructure. I have copied a previous letter I sent in July. I
don't think I was heard. Since that letter in July the residents of Videra Lane
have suffered damage to their homes and foundations due to water
damage that was not realized at the time of building. It is the trees and
grass on the land that keep the soil from eroding. When looking at the
homes above these parcels, if the soil gives way, so will their foundations
and decks. The residents below will experience flooding in unexpected
places due to changes in the floodplain and water channel changes. The
only reason the City of Eugene is positive about this is the money generated
from the increased property value and tax revenue. Outlined below in my
previous letter are e ordinances that are being breached:
I am writing to you today regarding the proposed development of the land
in the applications: PUD24-001 and T 24-003. I have lived on Park Forest
Drive for 22 1/2 years. I have seen the results of haphazard building on the
hills around me. I do not believe that the present development meets the
building codes in Eugene nor does it enhance the quality of the homes
that already exist. I believe that it fails to meet the codes for the following
reasons:
1. Tree Preservation EC 9.8520(5): This is a natural meadow. As such,
it has evolved over many years with a unique relationship between the
grasses, wildflowers, trees, animals, and water systems. Once the terrain is
disrupted, so is the groundwater to the trees and grasses which feeds the
roots of the grasses and trees. When this is disrupted it leads to flooding,
disease of the trees, and disruption of the ecosystems that the trees
provide. The oak is also a natural prevention for fire protection. I would
suggest an environmental impact report before going any further.
2. Traffic (EC 9.6815): over the last 20 years I have witnessed near
misses as cars go 30-40 miles per hour down Hawkins. It doesn't matter
how it is patrolled or prevented by the city. When one travels up Blacktail
now there is not enough room for two cars to pass when cars are parked.
This would only be worse for the future inhabitants of the development.
3. EMS access (EC9.6815(2)(d): I have a very steep driveway. When
EMS has come to our home they cannot turn around safely.
