Page | 12 <br />Appendix 1. Additional Conditions <br />We believe the application is severely flawed and should be denied. However, if application is to proceed, the <br />following conditions, recommended in previous testimony, should be imposed regarding stormwater management: <br />1. Ensure wetland removal permits are granted and PUD approved before any subdivision is allowed or any land is <br />disturbed. <br />2. Stormwater flow calculations must include all stormwater ingress, including runoff from properties uphill from <br />property. Pre-development peak flows must be substantiated as a baseline for comparison with post-development <br />peak flow calculations. <br />3. Require a Geotechnical study to characterize hydrology of all subject properties not shown on WR overlay. Study <br />should establish type of surface to use in all flow calculations to quantify stormwater flow. <br />4. Use results of geotechnical study combined with other objective studies to quantify stormwater retention capacity of <br />all existing wetlands, including those designated in WR overlay, and to determine degree of infiltration experienced <br />in those areas. Analysis should explain the groundwater presence and movement observed over the years. <br />Address the effectiveness of existing stormwater treatment and flow control. <br />5. Determine pre-development capacity of downstream stormwater collection and conveyance facilities to ensure that <br />downstream capacity is sufficient to receive all post-development flows. Capacity must consider the wetlands to the <br />west of development and capacity of Videra Creek as it passes through Videra Drive HOA. <br />6. Design an on-site detention and flow control facility to assure that post-development peak flows will not exceed pre- <br />development peak flows. Given history of flood and slope failure events experienced downstream, design must <br />include excess capacity to assure a margin of safety to protect life and property of existing residents. <br />7. Require applicant to dedicate property for construction of public -owned stormwater treatment/detention facilities, <br />including access right of way for maintenance road. <br />8. Locate public stormwater facilities to include existing trees and natural features where possible. <br />9. Require individual lot owners to treat only incremental stormwater flow from impervious surfaces added by lot owner. <br />All additional treatment, detention, and flow control to be provided by public facility. <br />10. Do not allow subdivision and sale of any lots until permits are granted and PUD is approved and completed. <br />Further, the following recommendations are offered to ensure future applications better conform to the spirit and intent of l and <br />use provisions; <br />11. Clarify enforcement of EC9.6710(3)(f) to dis-allow exception for properties outside of area shown on maps of WR <br />overlay. <br />12. Clarify enforcement of EC 9.7007 & 9.7010 to better meet spirit and intent of public meeting.
