that fit their needs. The locked rooms will be clearly marked and identified. The bicycle parking <br />areas are all within a convenient distance to all stairways and elevators. The proposed shared <br />long-term bicycle parking will be convenient to use and will be clearly visible and accessible to <br />residents. The residential units that share part of the floor of the structured parking will have <br />designated bike parking spaces in the bicycle parking room on that floor. The unit number will <br />be affixed to the bike rack that corresponds with their unit letting others know that these are <br />reserved bicycle parking spaces. <br />Based on the findings above, the proposed long-term bicycle parking will be provided in safe, <br />convenient, and attractive areas. The long-term bicycle parking will encourage the use of <br />alternative modes of transportation for residents who expect to leave their bicycles parked for <br />more than two hours. Therefore, this criterion is met. <br />Adjustment Request #8 <br />Per EC 9.6420(3)(f)1., along the perimeter of the non-commercial portion of structured parking, <br />a landscape strip, a minimum of five feet in width, shall be provided between the property line <br />and the structure wall. The proposed building design includes vehicle parking within a portion <br />of the lower three floors of the building which meets the EC 9.0500 definition of "Structured <br />Parking." <br />Per EC 9.6420(3)(f)2., structured parking landscape strips shall be planted with shrubs and trees <br />according to EC 9.6210(3) High Screen Landscape Standard (L-3). Per EC 9.6210(3) the High <br />Screen Landscape Standard (L-3) requires high shrubs that are in at least five -gallon containers <br />at the time of planting to form a continuous screen, at least six feet high, within five years of <br />planting. In addition, one canopy tree per 30 linear feet as measured along interior lot lines is <br />required as is living plant materials covering a minimum of 70 percent of the required <br />landscape area within five years of planting. <br />As outlined in the application materials, no landscape strip is proposed on the north side of the <br />building adjacent to the railroad right-of-way. Also, no landscape strip is proposed where <br />planting is prohibited within the Southern Pacific Railroad easement on the northeast portion <br />of the property. In addition, where the High Screen Landscaping Standard (L-3) requires canopy <br />trees, the applicant proposes replacing the required canopy trees with a combination of <br />understory trees as listed in the City of Eugene's Plant Materials List and columnar tree varieties <br />that are not included on the City of Eugene's Plant Materials list. <br />An adjustment to the Parking Area Landscape Standards is allowed per EC 9.6440, if consistent <br />with the criteria at EC 9.8030(10). In accordance with EC 9.8030, the Planning Director shall <br />approve, conditionally approve, or deny an adjustment review application based on compliance <br />with the listed criteria. The criteria are provided below (in bold), including findings addressing <br />compliance. <br />EC 9.8030(10) Motor Vehicle Parking and Loading Standards Adjustment.
