Long <br />term and short term bicycle parking will be added to the site. <br /> <br />(4) The proposal will not be a significant risk to public health and safety, including but not <br />limited to soil erosion, slope failure, stormwater or flood hazard, or an impediment to <br />emergency response. <br />The proposed development will not be a risk to public health and safety. Because the <br />grade of the site is flat, there is no risk of soil erosion or slope failure. The site is not <br />located in a flood plain. The addition is less than 1,000 sf, therefore stormwater will <br />connect to the City stormwater system. There is no change to the existing emergency <br />access to the site. <br /> <br />(5) The proposal complies with all of the following standards: <br />a. EC 9.2000 through 9.4170 regarding lot dimensions and density requirements for the <br />subject zone and overlay zone <br />The proposed addition meets the requirements of C-2 Zone: <br /> Maximum Building Height: 120 feet <br /> Proposed Building Height of Addition: 14 feet <br />Minimum Interior Yard Setback: 0 feet (when not abutting a residential zone <br />category) <br /> Proposed Interior Yard Setback: 0 feet <br />The proposed addition will allow for over 10% of the development site to remain <br />landscaped. Actual green space after the addition is 733 sf, which is 21% of the site. <br /> <br />The proposed addition meets the requirements of the Whiteaker Special Zone Area, <br />where ‘clinic’ is an approved use. The expansion of the About Touch massage clinic <br />contributes to the economic vitality of this area. <br />b. EC 9.6500 through 9.6505 Public Improvement Standards <br />The proposed development does not include public improvements beyond the <br />property line. There are no public easements on the property. <br />c. EC 9.6706 Development in Flood Plains through EC 9.6709 Special Flood Hazard <br />Areas - Standards <br />The proposed development is not located within a flood plain or special flood hazard <br />area. <br />d. EC 9.6710 Geological and Geotechnical Analysis <br />The site is flat and requires minimal excavation. No geotechnical analysis required. <br />e. EC 9.6730 Pedestrian Circulation On-Site <br />There is an existing on-site ramp that provides ADA access to the building. A <br />circulation platform will be added to access the new addition. <br />f. EC 9.6735 Public Access Required <br />Public access is existing and occurs via stairs and ramp from 3rd Ave. <br />g. EC 9.6750 Special Setback Standards <br />N/A for this site. 3rd Ave. in front of our site is an already improved street.
