<br />update the priority for stormwater management to be infiltration first, followed by extended filtration, <br />and finally off-site stormwater quality management. <br /> <br />Eugene’s Stormwater Development standards, located at Eugene Code (EC) 9.6791-9.6793, apply to <br />land use applications and development permits (e.g. building permits). The following is a summary of <br />each section and the proposed changes: <br /> <br />• EC 9.6791 Stormwater Flood Control As proposed, this Section would be amended to <br />standardize the reference to the Stormwater Management Manual and remove unneeded and <br />out of date code language. The current code limits the stormwater flood control flow rates to be <br />calculated using only one method (the Rational Method), though there are other accepted <br />engineering methods for calculating stormwater flow rates. The proposed amendment removes <br />the limitation to only use the Rational Method which will allows the use of other calculation <br />options that can be listed in Stormwater Management Manual. The current code includes a <br />statement regarding federal and state regulations for Underground Injection Control systems, <br />this statement is not needed to be a part of code. The amendment would remove this unneeded <br />language regarding federal and state regulations. <br /> <br />• EC 9.6792 Stormwater Quality <br />o EC 9.6792(2) Water Quality Applicability and Exceptions. As proposed, this subsection <br />would be amended to standardize the applicability and exception criteria to align with <br />the City’s NPDES permit.
