1 | Page <br /> <br />Background <br /> <br />This annexation application pertains to Assessor’s Map 17-03-09-31 Tax Lots 800 & 900 (“subject properties”). The subject <br />properties are located on the east side of Coburg Road, west of N. Game Farm Road, and south of the Coburg Rd/ N. Game <br />Farm Rd intersection. Tax Lot 800 is contiguous with the City of Eugene’s city limits to the west where Coburg Road is within <br />the city limits. Tax Lot 900 is contiguous with the City of Eugene’s city limits to the south where MTL 28-03-09-31-01200 is <br />within the city limits. <br /> <br />Tax Lot 800 is approximately 0.65-acres in size, vacant and located within the City of Eugene’s Urban Growth Boundary <br />(UGB). Jurisdictional parent zoning is Eugene R-1 (Low-Density Residential) with an Urbanizable Land (/UL) zone overlay. <br />The Metro Plan Designation is Low Density Residential (LD). <br /> <br />Tax Lot 900 contains an existing dwelling; site address is 3699 Coburg Road. Tax Lot 900 is approximately 1.84-acres in size <br />and located within the City of Eugene’s UGB. Jurisdictional parent zoning is Agricultural (AG) with a /UL zone overlay. <br /> <br />For City staff review, this written narrative demonstrates how the proposal complies with the annexation approval criteria <br />contained in the Eugene Code (EC) section 9.7825 Annexation – Approval Criteria. Additionally addressed are the applicable <br />Metro Plan policies. Eugene Code and Policy language are indicated herein by bold and/or italic typeface; applicant <br />responses indicated by plain type. <br /> <br />EC 9.7825 Annexation – Approval Criteria. <br /> <br />The city council shall approve, modify and approve, or deny a proposed annexation based on the application’s <br />consistency with the following: <br /> <br />1. The land proposed to be annexed is within the city’s urban growth boundary and is: <br /> <br />a. Contiguous to the city limits; or <br /> <br />b. Separated from the city only by a public right of way or a stream, bay, lake or other body of water. <br /> <br />Response: The subject properties are both located within the city’s UGB. Tax Lot 800 is contiguous to the city limits along the <br />west-northwest property boundaries which abut Coburg Road, a public right-of-way that is within Eugene’s city limits. <br />Tax Lot 900 is contiguous to the city limits along its south property boundary as MTL 17-03-09-31-01200 is within the city <br />limits. <br /> <br />2. The proposed annexation is consistent with applicable policies in the Metro Plan and in any applicable <br />refinement plans. <br /> <br />Response: The subject properties are located inside the Metro Plan Boundary in the City of Eugene’s UGB. The proposed <br />annexation is consistent with Metro Plan policies as they encourage compact urban growth in an effort to achieve efficient use <br />of land and urban service provisions while maintaining the residential and mixed-use character of the area. <br />Parent zoning for Tax Lot 800 is Eugene R-1 and the Metro Plan Designation is Low-Density Residential. The /UL zone <br />overlay will automatically cease to apply upon approval of this proposal by the City Council and the resulting jurisdictional <br />zoning and land use designation will be in congruity. <br />Parent zoning for Tax Lot 900 is Agricultural (AG) and the Metro Plan Designation is Low-Density Residential. The /UL zone <br />overlay will automatically cease to apply upon approval of this proposal by the City Council. TL 900 is also undergoing <br />concurrent review for a zone change/ Plan Map amendment to change the AG zoning to C-2 (Community Commercial). As <br />TL 900 has an existing single-unit dwelling on it, the Community Commercial zoning will be consistent with the mixed <br />residential and commercial use already present in the north Coburg Road area.
