My husband and I own a home at 3139 Herald Lane, Eugene, 97405. Our property boarders on the <br />park and conservation zone next to the proposed development area in the Vidalia Oaks area you are <br />currently evaluating. I want to add to my husband, Terry Nagel’s comments previously submitted to <br />you almost a month ago. <br />We watched the video conference held on July 10 and are hoping you are very carefully considering <br />what action you will take on the developer’s concerning proposal. After listening to all the <br />comments made during that video meeting, here are my main concerns. <br />ēôϙıÍĖIJϙĺŽôŘÍīīϙŕĺĖIJťŜϙƅĺŪϙŜēĺŪīîϙæôϙèĺIJŜĖîôŘĖIJČϙƱŘŜťϙÍIJîϙċĺŘôıĺŜťϙÍŘôϙÍIJƅϙĖıŕÍèťŜϙťēĖŜϙ <br />development proposal will likely and, in most cases certainly, have on citizen safety. From the <br />.points made by the people who presented testimony, it is clear and obvious that the residents <br />currently living in the long-established neighborhoods surrounding the property in question, will be <br />be placed in great danger to loss of life and property from impacts of this proposal being <br />implemented. In addition, any new residents, unfortunate to purchase any of the new dwellings will <br />join them in this dangerous situation and incur dangers of their own. <br />ēôŜôϙîÍIJČôŘŜϙſôŘôϙĺŪťīĖIJôîϙèīôÍŘīƅϠϙŜèĖôIJťĖƱèÍīīƅϙÍIJîϙīĺČĖèÍīīƅϙæƅϙıƅϙIJôĖČēæĺŘŜϙſēĺϙťôŜťĖƱôîϙ <br />îŪŘĖIJČϙťēôϙŽĖîôĺϙèĺIJċôŘôIJèôϟϙϙēôƅϙĖIJèīŪîôϙÍϙČŘôÍťϙĖIJèŘôÍŜôϙĖIJϙîÍIJČôŘϙťĺϙīĺŜŜϙĺċϙīĖċôϙċŘĺıϙƱŘôŜϙċŘĺıϙ <br />without and within the immediate neighborhood, a certain disaster from ƱīīĖIJČϙĖIJϙťēôϙſôťīÍIJîϙÍŘôÍŜϙ <br />ŕŘĺŕĺŜôîϙæƅϙťēôϙîôŽôīĺŕôŘϙÍIJîϙťēôĖŘϙĖŘŘôŜŕĺIJŜĖæīôϠϙĖIJŜŪƯĖèĖôIJťϙıĖťĖČÍťĖĺIJϙЊŕīÍIJЋ, particularly to the <br />neighborhood immediately downhill and to any new buyers of property within the proposed <br />development, but impacting the entire area, as well. <br />ēôϙıĺŜťϙîÍIJČôŘĺŪŜϙÍŜŕôèťϙĺċϙťēôϙťēŘôÍťϙťĺϙÍŘôϙŘôŜĖîôIJťŜЍϙīĖŽôŜϙċŘĺıϙƱŘôŜϙèĺıôŜϙċŘĺıϙťēôϙĖIJèŘôÍŜôîϙ <br />ťŘÍƯĖèϙĖıŕÍèťϙťĺϙťēôϙÍŽÍĖīÍæĖīĖťƅϙĺċϙŜÍċôϙôŽÍèŪÍťĖĺIJϙŘĺŪťôŜϙťĺϙÍèèĺııĺîÍťôϙÍīīϙťēôϙIJôĖČēæĺŘēĺĺîŜϙĖIJϙ <br />the area, which mostly use Hawkins as the primary route out. We have seen what has happened in <br />places like Lahaina, Maui and Paradise, California, where so many people were trapped because <br />the routes out became quickly blocked. Hawkins is a long, narrow winding road down the hill and <br />there are already many neighborhoods up above and to the west of us who use it as their main route <br />îĺſIJϙťēôϙēĖīīϙċĺŘϙťēôĖŘϙîÍĖīƅϙæŪŜĖIJôŜŜϟϙϙbĺϙťŘÍƯĖèϙŜťŪîƅϙēÍŜϙæôôIJϙîĺIJôϙĺIJϙĖťϙĖIJϙ͔͑ϙƅôÍŘŜϠϙťēĺŪČēϙıÍIJƅϙ <br />new homes have been built whose residents funnel down basically two choices out, both narrow <br />and winding through mostly forested areas. If the proposed new homes with all their cars is added, <br />the only egress options from all these neighborhoods will converge within a block of the top, where <br />ťēôϙťŘÍƯĖèϙſĖīīϙÍīīϙċŪIJIJôīϙĖIJϙťĺϙťēĖŜϙIJÍŘŘĺſϙŘĺÍîϙċŘĺıϙîĖƯôŘôIJťϙîĖŘôèťĖĺIJŜϙſĖťēĖIJČϙÍϙèĺŪŕīôϙĺċϙæīĺèħŜϙĺċϙ <br />each other. If you add to this the new homes with there tiny limited streets for the number of cars, <br />only one way out, ÍIJîϙĖıŕĺŜŜĖæīôϙÍèèôŜŜϙťĺϙƱŘôϙťŘŪèħŜϙÍIJîϙôıôŘČôIJèƅϙŽôēĖèīôŜϠϙthat neighborhood <br />alone will be a death trap, not to mention its impact on surrounding neighborhoods. <br />ēôϙIJôƄťϙıĺŜťϙîÍIJČôŘĺŪŜϙÍŜŕôèťϙĖŜϙťēôϙĖIJÍîôŗŪÍťôϙÍIJîϙĖŘŘôŜŕĺIJŜĖīæīôϙЊıĖťĖČÍťĖĺIJϙŕīÍIJЋϙťēôϙ <br />îôŽôīĺŕôŘЍŜϙŘôŕŘôŜôIJťÍťĖŽôϙĺƯôŘŜϙċĺŘϙťēôϙèīôÍŘϙÍIJîϙĺæŽĖĺŪŜϙĖıŕÍèťŜϙĺċϙťēôĖŘϙŕŘĺŕĺŜÍīϙĺIJϙťēôϙ <br />wetlands, water retention and the established neighborhoods below the development area. (This <br />was thoroughly, clearly and competently presented by our engineer neighbors in the video <br />meeting.) <br />The above issues are the most imminent dangers to life and property this irresponsible <br />proposal threatens.
