Tentative Partition Plan for Mike Hagen – W. 25th Ave & Portland Alley <br />Page | 3 <br /> <br />Frontage <br />The street frontage for proposed Parcel 1 on W 25th Ave is 50 feet where the required minimum is 35 feet. Per EC 9.2761(7) there is no <br />street frontage requirements for alley access lots as they are not located on a street. <br />Width <br />The minimum required lot width for the R-2 zone is 35 feet. All three proposed parcels meet the minimum width at approximately 50-55 <br />feet wide. <br /> <br />EC 9.2770 Small Lot Standards For R-2, R-3 and R-4 Zones <br />(3) Development Standards. <br /> (a) Zero interior yard setback option: Permitted, provided there is common wall construction or as permitted by the <br /> building code with required fire separation with a building on the adjacent lot, or there is at least 10 feet of separation <br /> between the building and all buildings on the adjacent lot. <br />Response: The interior yard setbacks proposed for all three parcels meet the 5’ required setback except on the alley side and between <br />proposed parcels 1 and 2 where the existing dwelling units were permitted by building code with required fire separation with the <br />dwelling on the adjacent parcel. <br /> (b) Height maximum: 30 feet in the R-2 Zone; 40 feet in the R-3 Zone; 30 feet in the R-3 and R-4 zones within 50 feet <br /> of abutting, or across an alley from properties zoned R-1 or R-2. <br />Response: The existing dwelling units are 24’ and 18’ in height, respectively, for proposed parcels 1 and 2. <br /> (c) Required outdoor living area: 10% of gross floor area. <br />Response: There is at least 10% of the gross floor area in open space on all proposed parcels. <br /> (d) Maximum lot coverage: 55 percent in R-2 and R-3 Zones, and 60 percent in the R-4 Zone. <br />Response: The existing dwelling on proposed parcel 1 covers approximately 25% of the proposed parcel. The existing dwelling on <br />proposed parcel 2 is approximately 1,200 square feet for approximately 43% lot coverage. Proposed parcel 3 is vacant. <br /> <br />EC 9.8215 Partition, Tentative Plan Approval Criteria – General (continued) <br /> <br /> (b) EC 9.6800 through EC 9.6875 – Standards for Streets, Alleys, and Other Public Ways <br /> <br />9.6805 - Dedication of Public Ways <br /> <br />Response: There are no public accessways proposed with this tentative partition plan. <br /> <br />9.6810 – Block Length <br /> <br />Response: There is no new housing proposed with this partition plan. The proposed lots are located on existing local streets. The block <br />length criteria is not applicable to this proposal. <br /> <br />9.6815 (2) – Street Connectivity Standards. <br /> <br /> (a) All streets and alleys shall be public unless the developer demonstrates that a public street or alley is not <br /> necessary for compliance with this land use code or the street connectivity standards of subparagraphs (b) <br /> through (f) of this subsection. <br /> <br />Response: No streets or alleys are proposed with this partition plan. No housing is proposed at this time. Subsections (b) through (f), <br />addressed below, demonstrate the proposal’s compliance with street connectivity standards. <br /> <br /> <br /> <br />
