Ordinance -- Page 7 of 100 <br />Table 9.2161 Commercial Uses Requirements in Mixed-Use Residential <br />Developments <br />C-1 C-2 <br />building at the ground level within the <br />maximum front yard setback. As used <br />herein, “commercial” includes any non- <br />residential use occupying a space at <br />least 15 feet deep from the street <br />facade of the building, excluding <br />parking areas and garages. <br />Minimum Percent of Ground Floor <br />Area in Commercial Use. <br />80%20% <br />(7)Residential Use Limitation in C-3. Within the Downtown Plan Area as shown on Map <br />9.2161(6) Downtown Plan Map,a structure may include one and two-family dwellings if 80 percent <br />of the ground floor of the structure is used for commercial or non-residential purposes. two <br />dwellings or less are only allowed in a building if 80% of the ground floor of the structure is used <br />for commercial or non-residential purposes according to Table 9.2161. In the C-3 zone, other <br />residential uses, such as triplexes, fourplexes, and multi-unit dwellings are permitted in <br />accordance with Table 9.2161. Dwellings in the C-3 zone will be subject to the development <br />standards of the applicable zone. The special development standards at EC 9.5550 do not apply <br />to dwellings in a building with non-residential use on the ground floor. <br />Section 5. Section 9.2700 of the Eugene Code, 1971, is amended to provide as follows: <br />9.2700 Purpose of R-1 Low-Density Residential Zone. <br />The purpose of the R-1 Low-Density Residential zone is to implement the comprehensive plan by <br />providing areas for low-density residential use. The R-1 zone is designed for one-familysingle- <br />unit detached dwellings with some allowance for other types of dwellings and middle housing and <br />is also intended to provide a limited range of non-residential uses that can enhance the quality of <br />low-density residential areas. <br />Section 6. Section 9.2705 of the Eugene Code, 1971, is deleted. <br />9.2705 Purpose of R-1.5 Rowhouse Zone. <br />The purpose of the R-1.5 Rowhouse zone is to implement the comprehensive plan by providing <br />areas for attached rowhouse dwellings. <br />Attachment A <br />March 11, 2024 Meeting - Item 6CC Agenda Page 58
