The proposed ordinance addresses the remand of Ordinance No. 20667 (the City’s 2022 Middle Housing Ordinance) by the Oregon Court of Appeals and the Oregon Land Use Board of Appeals (LUBA). <br />BACKGROUND Eugene’s Middle Housing Code Amendments project was undertaken to implement and comply with Oregon’s Middle Housing Laws. Oregon House Bill 2001 (2019), codified as ORS 197A.420, requires Oregon’s large cities, including Eugene, to allow duplexes, triplexes, quadplexes, townhouses, and cottage clusters (collectively referred to as middle housing) in more places across the City, in order to increase housing choice and supply. <br />CC Agenda Page 48 <br />Attachment A
