(2) Maintain a minimum level of tree canopy cover throughout the city while addressing <br />the city’s goals for a healthy economy, affordable housing, and reduced sprawl; <br /> (3) Mitigate the impacts of development on the essential functions of the urban forest <br />through requirements for preservation and replacement of tree canopy cover; <br />(4) Ensure a healthy future urban forest by encouraging protection of mixed age stands of <br />trees and promoting a diversity of tree species; and <br /> (5) Maintain a safe and attractive environment for residents and workers by requiring the in <br /> <br /> <br />9.8300 (1)(d) is unambiguous in stating a sustainable environment must be maintained. PUD 24-001 <br />and ST 24-003 disregards this code by indiscriminate destruction of the habitat through filling of <br />wetlands, wholesale cutting of trees and complete loss of habitat. <br /> <br />In Application Materials Document – <br /> <br />2. Tree Preservation Requirement, is designated as NA. <br /> It is tragic that 300 year old oak trees are to be eliminated on the property, resulting <br />in further environmental degradation along with the filling the wetland. Tree systems <br />hold moisture which acts as a further barrier for fire mitigation. <br />b. Natural features, natural resources, site vegetation and habitat, “NA” has been the <br />response in the development plan. The plan is a violation of South Hills Study <br />Policies, 9.9630. It destroys a rare remaining example of a Willamette Valley oak <br />meadow also known as upland prairie or oak savannah, and home to such <br />increasingly endangered species such as the Acorn Woodpecker. Eliminated by this <br />plan are oaks estimated to be 150-300 years old. It is a watershed for the headwaters <br />of Amazon Creek and a key wildlife corridor for deer, fox, and other wildlife. Native <br />flora such as camas, wild iris and houndstooth flowers are present on the property. <br /> <br /> <br /> <br />9.4900 /WR Water Resources Conservation Overlay Zone – Purpose. code violation <br /> <br />The purpose of the /WR Water Resources Conservation overlay zone is to provide conservation of <br />significant riparian areas, wetlands and other water-related wildlife habitat areas included on the city’s <br />adopted Goal 5 inventory. In order to conserve these resources and the biological systems they contain <br />and support, the overlay zone not only conserves the physical resources but also protects the water quality <br />within the resource areas as a fundamental and essential requirement for continued survival of these <br />biological systems. <br /> <br />9.8440 Site Review Approval Criteria – General/Discretionary. code violation <br />2. For areas included on the City’s acknowledged Goal 5 inventory the applicant shall show that it has <br />given due consideration to the preservation of attractive and distinctive historical and natural features. <br /> <br />9.4920/WR Water Resources Conservation Overlay Zone – Components of /WR Conservation <br />Area. code violation <br />(1) Except as provided in Subsections (5) and (6), the component areas of the /WR conservation <br />area for Goal 5 Water Resource Sites are described and defined as follows
