time. This driveway simply cannot accommodate the traffic, much like 8 people trying to live in
a home where they share one bathroom, it is troublesome and impractical.

I believe that the proposed development of the property at 3755 E. Amazon Dr. will greatly
reduce the property value of my home as well as the property value of the flag lot behind my
home at 3771 E Amazon Dr. Undoubtedly the construction of an additional dwelling behind
3755 E Amazon Dr. will be lucrative for the property owner, but why should the financial gain of
this new resident be facilitated at the cost of a loss of value to the existing neighbors? I argue that
it is not only unlawful, not complying with city code, but it is unethical, unnecessary, and
unreasonable.

According to the City of Eugene:
Eugene’s land use code regulates how property may be used or developed and is an
expression of our community’s values around economic development, housing
affordability and choice, natural resource protection, compact urban development,
transportation options, climate change and energy resiliency, neighborhood livability and
adaptable implementation. The purpose of the land use code is to protect and promote the
health, safety, and general welfare of the public and to preserve and enhance the economic,
social, and environmental qualities of the community (City of Eugene, Land Use Code).
Why should we change this city code? There is a reason we have city codes and there is no
argument weighty enough to abandon the current legal restrictions determined by the city of
Eugene.

I am not under the fantasy that the valuable space behind 3755 E Amazon Dr. is going to remain
empty for the deer and turkeys to nest in, as they currently do. The development of said lot
should be done responsibly and legally (without changing the law). I propose that the owner of
3755 E Amazon Dr. go back to the drawing board to make a plan that is not harmful to the South
Eugene neighborhood. For example, if the current house underwent construction to remove the
attached garage, and if the existing carport/storage building were removed, the driveway would
be significantly enlarged and become more appropriate to accommodate additional traffic to the
lot.

In conclusion, the development of the property behind 3755 E Amazon Dr., as proposed, would
be harmful to the neighborhood, and detrimental to the lifestyle and finances of the neighboring
properties. There is no sufficient justification to change the existing city code, and I request that
it not be allowed to proceed as currently planned. Further development of said lot must be done
responsibly to ameliorate the negative effects on all those involved.

Sincerely,
Jodi Hisey

References
Land use code.
