_____________________________________________________________________________________ <br /> <br />Staff Report | Braewood Hills 3rd Addition (PDT 24-1 & ST 24-3) <br />EC 9.6792 Stormwater Quality: To reduce runoff pollution and mitigate the volume, duration, <br />time of concentration and rate of stormwater runoff from the development, the applicant must <br />select, size, and locate stormwater quality facilities from the Stormwater Management Manual <br />to treat the stormwater runoff from the proposed public streets and private lots. <br /> <br />As confirmed in the Public Works referral comments, available in the file for review and <br />incorporated herein by reference, the applicant proposes to construct two vegetated <br />stormwater facilities for the treatment of the proposed private streets and all shared <br />driveways, with the exception of the shared driveway that will serve Lots 1, 2, 6 and 7. Storm <br />water treatment for that shared driveway will be handled via a filter strip. The filtration facility <br />designs will be more precisely determined when the actual impervious surface areas have been <br />determined, with design details to be further evaluated through the building permit process. <br /> <br />EC 9.6793 Stormwater Flow Control: As confirmed in the Public Works referral comments <br />(available in the file for review) and incorporated herein by reference, the applicant proposes to <br />detain peak flows from the 10-year design storm via a series of underground pipes. <br /> <br />EC 9.6794 and Oil Control: This standard does not apply because the proposed development <br />will not result in any of the conditions listed under EC 9.6794(2) (a)-(d). <br /> <br />EC 9.6795 Source Control: The site does not contain any soil contaminants and will not <br />stockpile any low or high-risk materials; therefore this criterion does not apply. <br /> <br />EC 9.6796 Easements: This standard does not apply because the proposed storm drainage <br />system on-site will be privately operated and maintained. Any proposed stormwater facilities <br />within public rights-of-way would be further evaluated during the Privately Engineered Public <br />Improvement (PEPI) process. <br /> <br />EC 9.6797 Stormwater Operations and Maintenance: This standard applies to all facilities <br />designed and constructed in accordance with the stormwater development standards. This <br />standard also specifies when, and under what conditions, the public will accept functional <br />maintenance. Consistent with these standards, the applicant proposes private operation and <br />maintenance of the on-site stormwater management facilities. It is noted that an operation <br />and maintenance plan consistent with the City’s Stormwater Management Manual <br />requirements will be subject to review and notice of this plan will need to be recorded during <br />the building permit process. <br /> <br />With the findings and future permit requirements noted above, the applicable stormwater <br />development standards are met. <br /> <br />(k) All applicable development standards explicitly addressed in the application. <br /> <br />/WR Water Resource Conservation Overlay <br />The applicable standards of /WR Water Resources Conservation Overlay are addressed here, <br />based on the applicant’s proposed private street crossing (the extension of Randy Lane) over a <br />Page 22 of 87
