Exhibit E <br />River Road -Santa Clara Urban Facilities Plan (1987) <br />The proposed Code Amendments are consistent with policies in the River Road -Santa Clara Urban <br />Facilities Plan. <br />Policy 2.3(1) Maintain and enhance the compatibility of adjacent land uses through the use of <br />appropriate buffering mechanisms, such as landscaping standards. <br />Policy 2.3(7) Ensure compatibility between neighborhood commercial developments and the <br />surrounding residential area by identifying and applying siting and development standards. <br />The proposed Code Amendments are consistent with these Urban Facilities Plan policies. They <br />implement transition standards and development standards and limit building height for C-2 zoned <br />properties, enhancing compatibility of C-2 zoned properties and adjacent land uses. <br />3) In the case of establishment of a special area zone, is consistent with EC 9.3020 Criteria for <br />Establishment of an S Special Area Zone. <br />The Code Amendments do not establish a special area zone; therefore, this criterion does not apply. <br />15 <br />
