BEFORE THE BOARD OF COMMISSIONERS OF LANE COUNTY, OREGON <br />ORDINANCE NO.: PA 1391 IN THE MATTER OF AMENDING THE <br />EUGENE-SPRINGFIELD METROPOLITAN <br />AREA GENERAL PLAN AND ADOPTING <br />THE RIVER ROAD-SANTA CLARA <br />NEIGHBORHOOD PLAN <br />(County File No.: 509-PA23-05532 / City File <br />No.: MA 23-5) <br />WHEREAS, the River Road and Santa Clara neighborhoods are comprised of a <br />patchwork of properties some of which are located in the City of Eugene and some of which are located in <br />Lane County; and <br />WHEREAS, the River Road-Santa Clara Neighborhood Plan was developed with <br />substantial community input utilizing a collaborative process incorporating the River Road Community <br />Organization, the Santa Clara Community Organization, the City of Eugene, Lane County, and other <br />stakeholders throughout both neighborhoods; and <br />WHEREAS, the River Road and Santa Clara communities, the City of Eugene, and Lane <br />County all agree that a neighborhood plan with a forward-looking vision is an important asset for the River <br />Road and Santa Clara communities; and <br />WHEREAS, on October 17, 2023, the Eugene Planning Commission and the Lane County <br />Planning Commission held a joint public hearing on the proposed River Road-Santa Clara Neighborhood <br />Plan and associated changes to the Eugene Springfield Metropolitan Area General Plan (Metro Plan); and <br />WHEREAS, on December 5, 2023, the Eugene Planning Commission recommended approval of <br />the proposed neighborhood plan and the Metro Plan amendments; and <br />WHEREAS, on December 19, 2023, the Lane County Planning Commission recommended <br />approval of the proposed neighborhood plan and the Metro Plan amendments; and <br />WHEREAS, the Board of Commissioners conducted a joint public hearing with the Eugene City <br />Council on this matter on March 12, 2024, and is now ready to take action. <br />NOW, THEREFORE, the Board of County Commissioners of Lane County ORDAINS as <br />follows: <br />1.The Eugene-Springfield Metropolitan Area General Plan (“Metro Plan”) is amended as <br />follows: <br />(a)The page reference to “River Road and Santa Clara Goals, Findings, and Policies” <br />is deleted from the Table of Contents. <br />(b)The phrase “River Road and Santa Clara Goals, Findings, and Policies:” is deleted <br />from the first paragraph of Chapter II: Fundamental Principles and Growth Management Policy <br />Framework. <br />(c) Chapter II, Section F: River Road and Santa Clara Goals, Findings, Objectives, and <br />Policies, is deleted in its entirety. <br />Attachment B <br />March 12, 2024 JEO Public Hearing - Item 1CC Agenda Page 8
