The proposed amendment does not make the Metro Plan internally inconsistent. <br />These Metro Plan amendments, including adoption of the River Road -Santa Clara Neighborhood Plan, <br />do not make the Metro Plan internally inconsistent. As stated in the Neighborhood Plan, if <br />inconsistencies occur between the Neighborhood Plan and the Metro Plan, the Metro Plan is the <br />prevailing policy document. <br />Metro Plan Policies <br />The Neighborhood Plan and Metro Plan amendments are consistent with the following policies from the <br />Metro Plan (identified below in italics). <br />Chapter II C. Growth Management Goals, Findings, and Policies <br />C.5 To maintain the existing physical autonomy of the smaller outlying communities, urban development <br />on agricultural and rural lands beyond the UGB shall be restricted and based on at least the following <br />criteria: <br />a. Preservation and conservation of natural resources <br />b. Conformity with the policies and provisions of the Lane County Rural Comprehensive Plan that <br />borders the metropolitan area <br />c.
