I want to urge you to not only adopt those code <br />amendments but consider additional language regarding the C-2 zone advocated by the board of the <br />River Road Neighborhood Organization. <br />As a member of Santa Clara River Road Implementation Planning Team (SCRRIPT) for several years, I <br />helped host a number of neighborhood listening sessions before the initiation of the plan, attended <br />public meetings to get feedback at various stages of the plan as it was developed, and helped <br />prepare the land use section as a member of the Land Use Working Group. <br />One thing that was strongly supported by SCRRIPT was the need for implementing code <br />amendments at the time the plan was adopted. Otherwise, the document would have no <br />teeth and would lust be another tome of fine words to set on a shelf. We had this discussion <br />at SCRRIPT many times and communicated that position to City staff. <br />The code amendments before you are the minimum needed to guide neighborhood <br />development and salvage as much as possible of the document's vision and values. Adding a <br />requirement for first floor commercial use in residential buildings located in the C2 zone <br />would make a significant positive difference. <br />Please support the adoption of the minimal code amendments as proposed, and direct staff to <br />prepare neighborhood -specific amendments to the C2 Zone to require first floor commercial. <br />Sincerely, <br />Hillary Kittleson <br />995 Elkay Drive <br />Eugene, OR 97404 <br />Sent from Mail for Windows <br />32 <br />
