I submitted letters to the Eugene and Lane County Planning <br />Commissions on October 3, 2023, October 17, 2023, November 22, 2023, and November 28, <br />2023. 1 also provided testimony at the October 17, 2023 Planning Commission public hearing. <br />This letter is written to reiterate objection to the RRSC code amendments. <br />Code amendments must be consistent with statewide planning goals, the comprehensive plan, <br />and adopted refinement plan. See EC 9.8065. <br />I. The RRSC Code Amendments are NOT Consistent with Statewide Goal 9 <br />Goal 9: Economic Development- To provide adequate opportunities throughout <br />the state for a variety of economic activities vital to the health, welfare, and <br />prosperity of Oregon's citizens. <br />The current proposal advanced by staff is to prohibit uses characterized as "auto -oriented." <br />However, there is no factual basis establishing the list of so-called "auto -oriented" uses being <br />prohibited. Fast-food restaurants with a drive -up windows, carwashes, and drive -up Bank ATMs <br />are "auto -oriented". A business renting heavy equipment, selling boats, or providing storage for <br />household goods is no more "auto -oriented" than a typical retail store. <br />There is an insufficient factual basis to justify the proposed imposition of design standards for C- <br />2 zoned properties in the RRSC Plan area that do not also apply to other C-2 zoned properties <br />throughout the City. Should the City Council determine that the current C-2 zone standards are <br />inadequate and need amending, the zone should be evaluated on a city-wide basis. <br />18 <br />
