Community Advisory Committee <br />River Road -Santa Clara Neighborhood Planning <br />Recommendation Letter— August 2023 <br />To the joint planning commissions, <br />ATTACHMENT 3 <br />The Community Advisory Committee for the River Road Santa Clara Neighborhood Plan is <br />composed of eleven elected representatives from both River Road and Santa Clara Community <br />Organizations. Our charge has been to represent our neighborhoods and to guide the process <br />over time. Since the project's launch in 2017, 18 people have held these roles, each appointed <br />and approved by the Eugene Planning Commission. <br />We, the members of the River Road/Santa Clara Neighborhood Plan community advisory <br />committee have voted to recommend the final plan, and request its approval from this body. In <br />addition, and required in the project charter, the two participating neighborhood association <br />boards, RRCO and SCCO, have also voted to approve this plan with additional recommendations <br />listed in the attached submissions. <br />The Action Plan was created by our neighbors to implement the goals and policies. While this is <br />an aspirational document, city staff have committed to referencing it when making decisions <br />that impact our neighborhood, requesting funding, and implementing programs. <br />The regulatory shifts from the state as well as the city's pivot from separate corridor plans to a <br />citywide approach have us concerned that our work will be disregarded in the planning of the <br />River Road corridor. We ask that the detailed and comprehensive work done for that project <br />be consulted when corridor planning for River Road begins in the future. <br />The landscape for implementing our plan changed dramatically over the course of our work and <br />required us to limit our scope. Our two neighborhoods had broad support for the work done <br />through our RR/SC Corridor Plan to help create nodes for commercial development that would <br />move us toward an active and walkable corridor. We would like to continue the efforts to <br />increase the locally -owned businesses' activation of the corridor, and ensure that the limited <br />commercial lots are used for that purpose. <br />We look forward to working with you as you review this plan, and we are available for <br />questions and consultation at any point in your deliberations. <br />Please note the RRCO Board Recommendation and SCCO Recommendation created by the <br />community organizations during their final review. <br />In community, <br />The River Road/Santa Clara Neighborhood Plan <br />Community Advisory Committee <br />
