RECOMMENDATION <br />Staff recommends Option 1 above. <br />V. TIMINGAMPLEMENTATION <br />This item is being brought before the Board for a first reading on February 27, 2024 and a second <br />reading and joint public hearing with the Eugene City Council on March 12, 2024. On March 12tH, <br />the Lane County Board of Commissioners and the Eugene City Council may decide if they should <br />continue the public hearing or keep the record open to allow for additional public comment. <br />The Eugene City Council is currently scheduled to hold a second reading to consider adopting the <br />Ordinance on April 22, 2024. After the Council adopts the City ordinance, the Board will hold its <br />third reading of the Board Ordinance. The Board may only adopt the Ordinance if the City has <br />passed the Ordinance; therefore staff has tentatively scheduled deliberations with the Board for <br />April 23, 2024. <br />Application of the proposed Metro Plan amendments within the urbanizable area are dependent on <br />adoption by the Board. If approved and not appealed, the Metro Plan amendments and code changes <br />become effective 30 days after enactment of the enabling ordinance. <br />VI. FOLLOW-UP <br />Notice of Board action will be provided to the City of Eugene and the Department of Land <br />Conservation and Development. <br />Should the Board choose Option 1 at the time of the second reading, an Ordinance with findings <br />setting forth the Board's amendments for adoption, or an Order with reasons for denial would be <br />prepared and returned to the Board for a third reading and adoption on a date certain set after the <br />hearing. <br />VII.
