Lane County has committed to this project as demonstrated with the letter of initiation that <br />was signed on October 11, 2017, by County Administrator, Steve Mokrohisky. <br />This neighborhood planning project was divided into the six key phases shown in the above <br />graphic, with frequent opportunities for decision makers to learn about the project along <br />the way. The Reaching Out, Neighborhood Visioning, and Neighborhood Priorities phases <br />of the project were completed between fall 2017 and summer 2018. Through spring 2019, <br />the Policy Development phase focused on the drafting of policies that relate to the vision <br />and neighborhood priorities. The draft policies are organized under eighteen high-level <br />goals, which were written by the Community Advisory Committee (CAC) and vetted by <br />the topic area Working Groups. <br />On May 21, 2019, the Board of Commissioners approved the draft goals and policies as a <br />platform for moving into the Action Planning Phase. On March 10, 2020, the Board of <br />Commissioners was provided with a general update and a request for feedback on the draft <br />goals and policies, and provided support in proceeding onto the Action Planning phase. <br />The Eugene Council directed staff to move into the Adoption Phase and prepare the <br />River Road -Santa Clara Neighborhood Plan adoption package for community review on <br />May 12, 2021. <br />The Lane County Board of Commissioners directed staff to move into the Adoption Phase <br />and prepare the River Road -Santa Clara Neighborhood Plan adoption package for <br />community review on May 18, 2021. <br />The Lane County and Eugene Planning Commissions held a joint public hearing on October <br />17, 2023. <br />The Eugene Planning Commission met and deliberated on November 14 and December 5, <br />2023, and made recommendations for approval to be forwarded to the Eugene City Council <br />on December 5, 2023. <br />The Lane County Planning Commission deliberated on December 19, 2023 and made a <br />unanimous recommendation for approval to be forwarded to the Board. <br />In accordance with Lane Code Chapter 14 procedural requirements, notice of the joint public <br />hearing scheduled before the Eugene City Council and Board of Commissioners on March <br />12, 2024 will be published in the Register Guard and mailed to all parties who submitted <br />comments during the Planning Commission process. <br />B. Analysis & Policy Issues <br />The Findings in Support of the Adoption of the River Road -Santa Clara Neighborhood <br />Plan Metro Plan Amendments are provided as Attachment 1 — Exhibit B and are <br />incorporated by reference. The River Road Santa Clara Neighborhood Plan adoption <br />package implements policies contained in Lane Code Ch. 12, the Metro Plan and Envision <br />Eugene Comprehensive Plan, as articulated in the findings in Attachment 1— Exhibit B. <br />Potential future amendments to the Metro Plan will require compliance with Lane Code <br />Chapter 12.200 through 12.230, applicable criteria, and comply with the Oregon Statewide <br />Planning Goals. <br />C.
