Background <br />This proposal requests approval of a tentative subdivision plan for subject property, Assessor's Map & Tax Lot 17-04-15-11-06000 <br />("subject property"). The subject property is a legal lot of record per EC 9.0500(B) as it was originally created in 1912 as Lot 1 of <br />The Oaks Subdivision Plat, as platted and recorded in Book 4, Page 106 of the Lane County Oregon Plat Records and <br />subsequently created in its current configuration in 1960 when Assessor's Map & Tax Lot 17-04-15-11-07600 was conveyed out of <br />the property through deeds R159-10825 and R160-12122 (attached). <br />The subject property is approximately .93-acres in size. It is currently vacant but maintains the site address of 661 Bushnell Ln. In <br />2023, the subject property was annexed into the Eugene City Limits by A-23-5 (attached); current zoning is R-1 with no applicable <br />zone overlays. The proposal would effectively subdivide the subject property into five new lots; no housing is proposed for <br />development with this land division. <br />For staff review, this written narrative delineates the proposal's compliance with the criteria and standards required for tentative <br />approval contained in Eugene Code (EC) Sections EC 9.8510 - Subdivision, Tentative Plan Application Requirements; EC 9.8515 <br />- Subdivision, Tentative Plan Approval Criteria - General/ Discretionary; EC 9.7007 - Neighborhood Meetings, Herein, Eugene <br />Code sections are indicated herein by bold and/or italic typeface; applicant responses follow in plain typeface. <br />EC 9.7007 Neighborhood Meetings. <br />(1) This section applies to the following types of applications: <br />(a) Type ll: Tentative subdivisions, tentative cluster subdivisions and design reviews, except tentative <br />subdivisions that implement an approved tentative planned unit development, <br />(b) Type lll: Only conditional use permits and tentative planned unit developments; <br />(c) Type IV applications that are not city -initiated, <br />(d) Metro Plan amendments that are not city -initiated. <br />(e) Within the /CL Clear Lake Overlay zone: development permits for a new building, change of use, building <br />expansion that exceeds 25 percent of the existing building square footage on the development site, and land use <br />applications (except Type I applications). <br />Response: Per EC 9.7007(1)(a), a neighborhood meeting was organized and held on September 6, 2023. <br />(2) Prior to the submittal of an application listed in subsection (1) above, the applicant shall host a meeting for the <br />surrounding property owners. The purpose of this meeting is to provide a means for the applicant and surrounding <br />property owners and residents to meet to review the proposal, share information and identify issues regarding the <br />proposal. The applicant may consider whether to incorporate solutions to these issues prior to application submittal. <br />Response: A neighborhood meeting was held for the surrounding property owners and residents on September 6, 2023, making the <br />final day for application submittal March 4, 2024. This criterion is satisfied. <br />(3) The neighborhood/applicant meeting shall be held on a weekday evening, starting no earlier than 5:00 p.m. and <br />starting no later than 7:00 p.m., or on a weekend no earlier than 10:00 a.m. and no later than 6:00 p.m., at a location within <br />the city that is in, or is as close as practicable to, the boundaries of the city -recognized neighborhood association in <br />which the proposal is located, if any. <br />Response: The neighborhood meeting was held on Wednesday, September 6, 2023 at 5:30pm, virtually, via Zoom. The City of <br />Eugene Planning Division staff confirmed that a virtual meeting satisfactorily complied with requirements for holding an accessible <br />neighborhood meeting. This criterion is satisfied. <br />
