February 21, 2024 Work Session – Item 1 <br />Formal Adoption Package Based on the process described above, project staff refined the adoption package, including assembling the Neighborhood Plan, drafting plan and code amendments, writing findings, and summarizing the project’s public engagement and technical analysis. A complete adoption package was assembled for the City of Eugene and Lane County Planning Commissions for review and recommendations, which occurred in Fall 2023. Components of the adoption package are summarized in Attachment A. The components of the City of Eugene adoption package attached to this AIS include: <br />•Attachment B: Draft River Road Santa Clara Neighborhood Plan <br />•Attachment C: Proposed Eugene-Springfield Metropolitan Area General Plan TextAmendments <br />•Attachment D: Proposed City of Eugene Land Use Code Amendments (neighborhood-specific)The components of the Lane County adoption package attached to this AIS include: <br />•Attachment B: Draft River Road Santa Clara Neighborhood Plan <br />•Attachment C: Proposed Eugene-Springfield Metropolitan Area General Plan TextAmendmentsMinor updates and clarifications were made to the adoption package attachments since the Planning Commission made their recommendation, such as updating dates, removing draft stamps, and clarifying language. Findings will be included with the Joint Public Hearing packet materials. <br />Planning Commission Recommendation The Eugene and Lane County Planning Commissions held a Joint Public Hearing on October 17, 2023. The public hearing packet included a detailed summary of the proposed adoption package components, project background, and other materials. The Eugene Planning Commission deliberated at their November 14 and December 5, 2023 meetings. After lengthy discussions and consideration of issues raised in public testimony, they unanimously recommended that the City Council approve the Neighborhood Plan and Metro Plan Amendments. A majority of Planning Commission also recommended that the City Council approve the proposed Land Use Code Amendments, as amended during Planning Commission discussions. A letter describing the Eugene Planning Commission’s process and recommendation is included as Attachment F. The Lane County Planning Commission met and deliberated on December 19, 2023. The Commission discussed and considered issues raised in testimony, and ultimately recommended that the Board of County Commissioners approve the Neighborhood Plan and Metro Plan Amendments. <br />CC Agenda Page 4
