However, in the event of any inconsistencies, staff have included a statement in the new <br />Neighborhood Plan clarifying the purpose of the new plan and the relationship between the <br />1987 and 2023 plans. The straw poll for this issue resulted in all Commissioners supporting <br />keeping the 1987 Plan in place. Therefore, Attachment A Summary of Adoption Package <br />Components and Attachment B River Road Santa Clara Neighborhood Plan have been updated <br />to reflect keeping the 1987 Plan in place and to include the statement recommended above. <br />The Metro Plan Amendments and Findings in Attachment C have been revised accordingly, as <br />well. <br />PROCEDURAL SUMMARY <br />The proposed Metro Plan Amendments are subject to Type II Metro Plan Amendment <br />procedures (EC 9.7700 through 9.7750) and the approval criteria in EC 9.8190. The proposed <br />Land Use Code Amendments are subject to Type V application (legislative) procedures <br />9.7500 through EC 9.7560), as well as the approval criteria in EC 9.8065. <br />Notice of the public hearing on this subject was provided consistent with the notice <br />requirements for Type II Metro Plan Amendment procedures and Type V (legislative) land use <br />application procedures, and all written testimony received through November 28, 2023 at <br />9:OOpm has been provided to the Planning Commission for consideration. All testimony <br />submitted to the Planning Commission, as well as testimony submitted after November 28 at <br />9:OOpm, will be forwarded to the City Council for their consideration as part of their subsequent <br />public hearing process. <br />As a courtesy, written testimony received by the City, along with a variety of additional <br />information including prior meeting materials and recordings, can also be found on the City's <br />Droiect website which also includes a link to the land use aaDlication site. <br />NEXT STEPS <br />The Planning Commission may choose to recommend the adoption package components as <br />attached or make changes to them. Following Eugene Planning Commission's recommendation, <br />Lane County Planning Commission is scheduled to hold their deliberations and form a <br />recommendation on December 19, 2023. Then City Council will hold a joint public hearing with <br />the Lane County Board of Commissioners in early 2024 and each body will hold work sessions as <br />needed before taking final action. <br />Suggested Motion: Move to recommend that the City Council adopt the Metro Plan <br />Amendments and Code Amendments attached as Attachments C and D to the December 5, <br />2023, Agenda Item Summary. <br />ATTACHMENTS <br />A.
