RRSC Draft Plan – code criteria Page 2 of 2 <br />November 28, 2023 <br /> <br /> <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />(b) River Road/Santa Clara Building Walls/Window Coverage <br /> All windows shall have a minimum Visible Light Transmission (VLT) of 0.6 or higher. <br /> <br />Typically a building addition would be added to the existing building, not up on the street to meet the setback <br />requirements. Many businesses are not going to want to put windows on all sides of the addition for security <br />reasons and how they would affect the interior design/layout/function of their business. Colonnades and entries <br />are an arbitrary solution and do not address architectural design, the building use and the cost of these add ons. <br />One possible solution is an Adjustment Review, a costly, time consuming solution that exposes the applicant to <br />appeal. <br /> <br />One solution would be to exempt all existing buildings and their expansion from these requirements. These <br />requirements may be more appropriate for new buildings. <br /> <br />Please consider the affect of these code criteria on our local businesses and building owners.
