RRSC Draft Plan – code criteria Page 2 of 2
November 28, 2023

Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108
(b) River Road/Santa Clara Building Walls/Window Coverage
All windows shall have a minimum Visible Light Transmission (VLT) of 0.6 or higher.

Typically a building addition would be added to the existing building, not up on the street to meet the setback
requirements. Many businesses are not going to want to put windows on all sides of the addition for security
reasons and how they would affect the interior design/layout/function of their business. Colonnades and entries
are an arbitrary solution and do not address architectural design, the building use and the cost of these add ons.
One possible solution is an Adjustment Review, a costly, time consuming solution that exposes the applicant to
appeal.

One solution would be to exempt all existing buildings and their expansion from these requirements. These
requirements may be more appropriate for new buildings.

Please consider the affect of these code criteria on our local businesses and building owners. What are we
telling these business owners about doing business in Eugene?

Thank you for considering these remarks.

Sincerely,
Schirmer Consulting, LLC

Carol Schirmer
Principal
53
