Support keeping the 1987 RRSC Urban Facilities Plan. <br /> <br />2. Support Metro Plan amendments except changes to Appendix B. <br />Eliminating the proposed changes to Appendix B will keep the 1987 RRSC Urban <br />Facilities Plan listed as a refinement plan and will not add the RRSC Neighborhood Plan. <br />The RRSC Neighborhood Plan is not a refinement plan . It does not contain policies or a <br />land use diagram that refine the Metro Plan. <br /> <br />RRSC Neighborhood Plan <br />1. Support adoption of the RRSC Neighborhood Plan with the addition of a tax lot specific <br />zoning map. Currently, Figure 1 titled “Neighborhood Plan Map” is a blend of existing <br />zoning and a vision for the future. Unlike the Eugene Zoning Map, the Neighborhood <br />Plan Map is not tax lot specific. <br /> <br />RRSC Code Amendments <br />1. Support postponing any amendments to the C-2 zone. <br />The proposed RRSC code amendments are arbitrary and do not adequately consider <br />the significant adverse impact to existing businesses and potential impacts to other <br />neighborhoods. The draft code amendments do not have any graphics illustrating the <br />standards making them very difficult to interpret. <br /> <br />2. Support reviewing the commercial zoning districts concurrent with the city -wide project to <br />create a tax lot specific city-wide land use diagram. <br />41
