Attachment B <br />AN No <br />Planning <br />MEMORANDUM <br />To: Eugene Planning Commission <br />From: Terri Harding, Principal Planner <br />Subject: Commissioner Questions and Key Issues <br />Date: November 14, 2023 <br />This memo includes additional information to assist with the Commission's deliberations on the <br />River Road Santa Clara Neighborhood Plan adoption process. <br />1. General Issues & Questions <br />a. What outreach was done to businesses about the proposed code amendments? <br />Throughout the neighborhood planning process, community outreach has been a priority. <br />The Public Engagement Summary (Attachment C, Exhibit A of the public hearing packet) <br />details the activities that have been included over the life of the project. This includes <br />targeted business outreach during the corridor study process, and letters sent specifically to <br />C-2 Community Commercial property owners and business tenants in June 2023 alerting <br />them to the proposed code amendments and inviting them to an on-line information <br />session. The most recent mailing was the Planning Commission public hearing notice sent in <br />September. <br />b. What are next steps for implementing the Neighborhood Plan? <br />Once the Neighborhood Plan is adopted, it will become official guidance for decision making <br />at the City and County levels. In addition, staff have committed to meeting with River Road <br />and Santa Clara leaders annually to continue prioritizing projects listed in the Action Plan for <br />implementation. The tools vary, and the process for implementation will involve partners <br />across many departments, agencies, and community groups. <br />c. How were members selected for the various committees/groups/boards — Community <br />Advisory Committee (CAC), Working Groups, River Road Community Organization <br />(RRCO), Santa Clara Community Organization (SCCO), Triple Bottom Line (TBL) <br />Sounding Board? <br />Page 7 of 21 <br />
