River Road Community Organization <br />C40The River and Garden District <br />Date: October 31, 2023 <br />From: River Road Community Organization <br />To: Eugene Planning Commission <br />CC: Lane County Planning Commission <br />Re: Draft River Road / Santa Clara Draft Neighborhood Plan <br />Dear: Commissioners <br />On October 25, 2023 the River Road Community Organization Board of Directors <br />unanimously passed the following resolution: <br />The RRCO board realizes the need for the preservation of the 1987 River Road Santa <br />Clara Urban Facilities Land Use Diagram and Land Use Policies until they are expressed in <br />an approved parcel specific land use diagram in the Eugene Comprehensive Plan and <br />requests that it be incorporated into the current proposed River Road / Santa Clara <br />Neighborhood Plan. <br />We realize that the proposed adoption process will include the repeal the 1987 <br />River Road Santa -Clara Urban Facilities Plan. Included in the 1987 Plan is a Land <br />Use Diagram and Land Use policies that have guided land use decisions since the <br />plan has been approved. Since the Eugene Planning Staff has withdrawn from the <br />process of developing the River Road Corridor Special Area Zone, the currently <br />proposed Neighborhood Plan lacks a Land Use Diagram or any policies that have <br />any "teeth" (the action verbs in the new plan include: Advocate, Encourage, <br />Enhance, Plan for, Promote, Strive, etc and not SHALL). This is why the <br />Neighborhood Association needs to retain the 1987 land use diagram and land use <br />policies. <br />Should Planning Staff propose that any of the 1987 Policies not be brought forward <br />we trust that the River Road and Santa Clara Neighborhood Associations and the <br />Plan Community Advisory Committee will be invited to participate in those <br />decisions. <br />Thank you for your consideration in this matter. <br />Sincerely, <br />/s/ Jonathan (Jon) Belcher Co -Chair /s/ Clare Strawn Co-chair <br />
