River Road have declined sharply since 2012, mirroring a trend in the city's retail space <br />overall. <br />TRANSPORTATION CHARACTERISTICS <br />River Road is the primary arterial through the River Road and Santa Clara communities. <br />Transportation characteristics for River Road (the street) differs from the neighborhood <br />side streets as described below. In addition, <br />the Willamette River, which forms much of <br />the eastern boundary of the Study area in <br />the southern half, has a popular trail system <br />along the west bank. There are operational <br />changes that could improve the safety and <br />connectivity with neighborhoods along the <br />side streets, to and across River Road, and <br />between River Road and the West Bank <br />path near the Willamette River. For more <br />detail about the transportation <br />characteristics of the corridor, see <br />Appendix C for the River Road Corridor <br />Multimodal Assessment and Appendix D for <br />the MovingAhead Draft Final <br />Transportation Technical Report. <br />Roadway The West Bank Trail along the Willamette River is also <br />River Road is classified as a major arterial. the eastern edge of the River Road neighborhood. <br />It includes five travel lanes with posted <br />speed of 35 mph and class II bike lanes. Both sides have sidewalks with buffered trees <br />and landscaping throughout most of the corridor. Many intersections are signalized, which <br />provides opportunities to access the Willamette River path. River Road is intersected by <br />larger collector and arterial roads. Near the north end River Road has an interchange <br />with the Beltline Expressway, which creates citywide and regional connections. The south <br />end is capped by the interchange with Northwest Expressway, with River Road going up <br />and over a viaduct across the Expressway and railroad tracks. <br />2013 average daily traffic on River Road ranges between 32,300 (segment between <br />Silver Lane and Maxwell Road) and 20,300 (between Park Avenue and Horn Lane). In <br />comparison to other major arterials in Eugene, River Road carries a higher level of daily <br />traffic and is a major north -south connector for the region.X Currently, all of the <br />intersections along River Road meet the operating standards for intersection delay, level <br />of service, and volume -to -capacity ratio. <br />Neighborhood streets that cross River Road have posted speeds of 25 or 35 mph. The <br />average daily traffic ranges between 1,000 and 7,600. Most have two travel lanes, but <br />some streets do not have center line markings. While the Corridor Study area has good <br />overall street connectivity to River Road the street, the interior neighborhoods are less <br />RIVER ROAD CORRIDOR STUDY 21 <br />83 <br />
