Waive System Development Charges (SDC). The City could waive SDCs for particular <br />development types in targeted areas. However, waiving the charge can lead to future <br />funding problems. SDCs cover the cost of expanding infrastructure systems. If the City <br />waives SDCs, it may lack adequate funds when that infrastructure needs to be improved. <br />The City can use other funding sources, such as the General Fund, to cover SDCs (as <br />opposed to completely waiving them). The City is technically able to do this, but competing <br />demands for those funds make it unlikely. <br />• Waive other City -imposed fees. To encourage development in specific areas, the City could <br />lower or waive fees for annexation, land division, and building permits.
