I Purpose and Background <br />ECONorthwest prepared this economic report to support the City of Eugene's River Road <br />Transit Community Implementation Plan ("Corridor Study"), which will implement the River <br />Road Santa Clara Neighborhood Plan and community vision by developing physical plans, <br />economic models, and ways to improve transit connections to better serve people in the area. <br />Through the participation of community members, the City of Eugene and Lane Transit District, <br />the Corridor Study will prioritize investment and produce an updated land use code for the <br />Corridor Study Area. <br />Pursuant to Task C3 of the project scope, this report is intended to provide: <br />■ Demographics and Housing Profile: Information on demographic and socioeconomic <br />trends, including a review of incomes relative to housing price points in the Corridor <br />Study Area and in Eugene and an inventory of rental housing in the Corridor Study <br />Area from available data sources to identify housing that could be affected by any rent <br />increases to understand the risk of gentrification <br />■ Market Conditions: A summary of market conditions for relevant residential and <br />commercial property types <br />■ Literature Review: A summary of relevant literature on the impacts of bus rapid transit <br />on sales and rent prices of a new line on the River Road/Santa Clara area <br />■ Transit -Oriented Development Case Studies: Examples of other, similar communities <br />that have implemented bus rapid transit and transit -oriented development, highlighting <br />the challenges they faced, the strategies they employed, and the successes they achieved <br />This report will inform land use and physical planning and modeling the impact possible <br />changes to land use policy and development regulations for the Corridor Study Area. <br />ECONorthwest 5 <br />178 <br />
