6. IMPLEMENTATION <br />JURISDICTIONS WITH IMPLEMENTING AUTHORITY <br />There are multiple agencies with distinct and overlapping jurisdiction throughout the <br />corridor, including City of Eugene, Lane Transit District, Lane County, and the Oregon <br />Department of Transportation. Collaboration and coordination amongst the agencies as <br />well as key stakeholders is imperative to successful implementation of projects. <br />There is an Intergovernmental Agreement (IGA) between the City of Eugene and Lane <br />County that delegates to the City all responsibilities for land use, zoning, and building <br />permitting authority inside the urban growth boundary. LTD also has an IGA with Eugene, <br />Lane County, and ODOT that allows LTD to operate transit in public right of way, and that <br />spells out responsibilities for maintenance of public right of way (roadway, bike & <br />pedestrian facilities). Additional IGAs may need to be executed as implementation needs <br />arise. <br />LAND USE PLANNING <br />River Road and Santa Clara are a patchwork of City (incorporated) and County <br />(unincorporated) properties. The Neighborhood Plan area includes properties within the <br />Eugene city limits, between the city limits and Eugene UGB, and between the UGB and <br />Metro Plan boundary. Annexation (sometimes called "incorporation") is the legal process <br />by which unincorporated properties become part of a city and thus can receive city <br />services. Annexation is voluntary and must be initiated by the property owner, under <br />current City of Eugene policy (additional state statutes apply). <br />There is an IGA between the City of Eugene and Lane County that delegates to the City <br />all responsibilities for land use, zoning, and building permitting authority inside Eugene's <br />UGB. The following table and map identifies the jurisdiction responsible for administering <br />zoning and land use codes within the city limits, between the city limits and the UGB, and <br />between the UGB and Metro Plan boundary.
