2 <br /> <br />o Increase the minimum percentage of the street facing building façade that must be <br />within the maximum front yard setback from 25% to 80%. <br />o Require minimum percentage of windows along the ground floor of street facing <br />facades and prohibit blank walls of more than 20 linear feet of any façade. <br />o Require weather protection features over all building entrances. <br />• In the C-2 Community Commercial Zone, the Code Amendments prohibit the establishment of <br />the following uses: <br />o Motor Vehicle Sales/Rental/Service, excluding recreational vehicles and heavy trucks <br />o Motorcycle Sales/Rental/Service <br />o Recreational Vehicles and Heavy Truck, Sales/Rental/Service <br />o Agricultural Machinery Rental/Sales/Service <br />o Boat and Watercraft Sales/Service <br />o Equipment, Heavy, Rental/Sales/Service – includes truck and tractor sales <br />o Storage Facility, Household/Consumer Goods, enclosed <br />• In the R-1 Low Density Residential Zone, the Code Amendments allow the “Display and Sale of <br />Agricultural Products Grown Offsite” as a permitted use and include limits to size of display, <br />hours of operation, and signage in keeping with “small scale.” <br />• The Code Amendments amend Table 9.8010 and Map 9.8010 to remove references to the 1987 <br />River Road- Santa Clara Urban Facilities Plan and add references to the new River Road- Santa <br />Clara Neighborhood Plan. <br />• The Code Amendments delete Eugene Code section 9.9610 River Road-Santa Clara Urban <br />Facilities Plan Policies. The River Road-Santa Clara Urban Facilities Plan is being repealed as part <br />of the associated Metro Plan Amendments (see City file MA 23-5). <br /> <br /> <br />Code Amendment Criteria <br />EC 9.8065 – Code Amendment Approval Criteria. <br />If the city council elects to act, it may, by ordinance, adopt an amendment to this land use code that: <br />(1) Is consistent with applicable statewide planning goals as adopted by the Land Conservation and <br />Development Commission. <br />(2) Is consistent with applicable provisions of the comprehensive plan and applicable adopted <br />refinement plans. <br />(3) In the case of establishment of a special area zone, is consistent with EC 9.3020 Criteria for <br />Establishment of an S Special Area Zone. <br /> <br /> <br />1) Is consistent with applicable statewide planning goals as adopted by the Land Conservation <br />and Development Commission. <br />Statewide Planning Goal 1 – Citizen Involvement. To develop a citizen involvement program that <br />insures the opportunity for citizens to be involved in all phases of the planning process.
