the total acreage (1.75 acres) being developed with 49 multi - family apartments to the <br />maximum density for R -2 (28 dwelling units per acres) each generating 0.58 peak hour trips (ITE <br />Code Apartments 200). The greatest increase due to the zone change would be 2 additional <br />trips entering the site in the PM peak hour. Based on the anticipated trip generation, the <br />proposed change from R -1 and 1 -3 to R -2 will result in a minor contribution of trips. Further, <br />given the current operating levels at adjacent streets, Public Works staff confirmed that the <br />contribution of trips will not exacerbate existing traffic problems in the area, nor would the <br />proposal change the functional classification of adjacent streets. Therefore, the proposed <br />change in zone results in no significant effect on any planned or existing facilities under OAR <br />660 - 012- 0060(1)(a), (b) or (c) and, therefore, OAR 660- 012- 0060(2) is inapplicable in this <br />instance. The Oregon Department of Transportation (ODOT) reviewed the land use application <br />and had no comment on the proposal. <br />Conclusion <br />Based on the above findings, the proposed zone change will not significantly affect <br />transportation facilities within the meaning of OAR 660 - 012 -0060, and thus complies with the <br />Transportation Planning Rule. <br />Decision <br />Based on the application information and materials and the findings and conclusions contained <br />in this decision, the Hearings Official APPROVES the requested zone change from R -1 Low <br />Density Residential and 1 -3 Heavy Industrial to R -2, Medium Density Residential. <br />Dated this 6 day of July 2010. <br />Mailed this 1A day of July 2010. <br />Jeff .
