The <br />subject property has one single - family dwelling on it that is currently under construction. The <br />property is just northeast of the intersection of two arterial roads with a Maxwell Road Bridge <br />crossing over Northwest Expressway. The area to the west is predominately industrial, while <br />areas to the north, south and east are predominately residential. The area to the north and east <br />of the site are subdivided and developed residential areas are zoned for medium density and <br />low density. To the west the property fronts the Northwest Expressway, a minor arterial road, <br />with a railroad and land zoned for heavy industrial use further to the south. The industrial land <br />is currently used for wood products storage. To the south is Maxwell Road, also a minor <br />arterial. South of Maxwell Road is a vacant area with wetlands owned by Lane County and St. <br />Peter Catholic School with residential areas to the south. The subject parcels surround a <br />property on the north, west and south sides that is developed with single - family residence and <br />zoned low density residential. <br />The applicant's written statement and other supporting application materials contain additional <br />details of the requested zone change and site characteristics. <br />Evaluation of Zone Change Request: <br />The Eugene Code, EC 9.7330 and 9.8865, requires the Hearing Official to review an application <br />for a zone change and consider pertinent evidence and testimony as to whether the proposed <br />change is consistent with the criteria required for approval, shown below in bold typeface. <br />Hearings Official Decision (Z 10 -3)429
