February 3, 2011 <br />Page 8 <br />Landmark properties by providing guidance to the property owner on appropriate preservation, <br />rehabilitation or restoration treatments for the property. Avoidance of actions that may be <br />detrimental to the historic character and integrity of the property may be achieved through this <br />alterations review process. <br />The property is situated in a prominent position along the west side of River Road. The proposed <br />zone change will increase the awareness of the historical context of the River Road area. <br />Therefore, the proposed zone change will provide a contribution to the historic preservation goal <br />of the River Road Santa Clara. Urban Facilities Plan; as such this zone change is consistent with <br />the River Road Santa Clara Urban Facilities Plan. <br />Residential land use policies include the following: <br />Policy 1.0: Recognize and maintain the predominately low-density residential character of the <br />area consistent with the Metro Plan. "(RR/SC Urban Facilities Plan, p. 2-14) <br />This property is designated Medium Density Residential within the River Road/. Santa Clara <br />Urban Facilities Plan and the Metro Plan. However, this application assures the preservation of <br />the historic low-density residential character of the property by requiring preservation of the <br />historically significant features of the house. Special consideration is available for historic <br />landmarks in residential areas through the creation of the Special Area Zone. For the reasons set <br />forth throughout this application, the Applicant maintains that it is appropriate to rezone the <br />property to S-H. The S-H zone is an appropriate implementing zone of the low-density <br />residential refinement plan designation. Taken together with the Metro Plan policy direction <br />regarding non-residential uses in residential areas, this proposal is consistent with the above <br />residential policy. <br />EC 9.8865(3) The uses and density that will, be allowed by the proposed zoning in the location <br />of the proposed change can be served through the orderly extension of key urban facilities and <br />services. <br />Response: <br />The minimum level of key urban facilities and.services are defined in the Metro Plan and <br />include: wastewater service; stormwater service, transportation, solid waste management, water <br />service, fire and emergency medical services, police protection, city-wide parks and recreation <br />programs, electric service, land-use controls, communication facilities and public schools on a <br />district wide basis (Metro Plan page V-3). The property is developed with one single-family <br />house. Key urban facilities currently serve the site, and a staff member of Eugene. Public Works <br />indicated that there are no significant issues. Further research provided the following details: <br />Waste Water Service . <br />Wastewater for the parcel is currently discharged to an eight-inch public wastewater system <br />available within River Road. The provision of this service will be unchanged by this zone change <br />and the future maximum allowable intensity/ density of development will not exceed waste water <br />system capacity. <br />Proposed Brunner-Schmitz House Zone Change Application (Z 10-12) <br />416
