RRSC UFP Page 9 of 9
Land Use Decision Impact Analysis

10.09.2006 Z 06-3 Shin Zone Change, on River Road, requesting change
from split zoning C-1 and R-1 to C-1/SR.
HO denied, finding the change consistent with the Metro
Plan designation by being inconsistent with RRSC UFP
land use designations and policies.
On appeal, PC reversed and approved finding the change
consistent with RRSC UFP subarea recommendation;
consistent with balancing the RRSC UFP policies;
consistent with RRSC UFP plan designation.
5.12.2003 Ord 20289
MA 02-8
Z 02-11
Lower River Road Nodal Development Area, approving
amendments to the Metro Plan diagram, the RRSC land
use diagram and the Whiteaker Plan land use diagram and
applying the Nodal Development overlay zone.
“The proposed /ND overlay zone will not affect the
underlying base zoning designations which will ensure that
the land use designations represented in the River Road-
Santa Clara Urban Facilities Plan and the Whiteaker Plan
are unaffected by this action. Therefore, the addition of
the /ND overlay zone is consistent with the River Road -
Santa Clara Urban Facilities Plan and the Whiteaker Plan.”
Findings Exhibit C- page 12.
7.20.1998 CU 98-6 Irvington Drive Residential Care Facility approving a CUP
for a 40-bed group care home for disable adults:
“The applicable neighborhood refinement plan is the River
Road/Santa Clara Urban Facilities Plan. That plan
designates the property as appropriate for low-density
residential use. The R-1 zoning of the property is
consistent with that designation and it allows group care
homes as conditional use in that district.” Findings page 7
12.09.1992 Ord. 19894
Ord. 19893
MA 92-2
RA 92-2
Johnson, Et Al, approving amending Metro Plan and
RRSC Plan land use designations from Light-Medium
Industrial to Low-Density Residential.
