2020 Eugene Wastewater Master Plan Chapter 2: Study Area and Land Use 4 <br />Chapter 2 - Study Area and Land Use <br />PURPOSE <br />The purpose of this chapter is to establish the planning framework for the wastewater system analysis <br />and the land-use and population basis for system calculations. <br />BACKGROUND <br />In the 1992 Urban Sanitary Sewer Master Plan (USSMP), the study area included areas beyond the Urban <br />Growth Boundary (UGB) that were identified in the 1987 Eugene-Springfield Metropolitan Area General <br />Plan boundary as urban reserves. However, in June 2001 the Lane Council of Governments produced an <br />Urban Reserve Analysis and Alternatives Report. That report concluded that it was not appropriate to <br />designate urban reserves without extensive further analysis. This conclusion was approved by all three <br />Metro jurisdictions. <br />Two major pump stations, Glenwood and Barger, were built in the late 1990s and designed to include <br />expected development within the 1987 urban reserve areas. Since that development never happened, <br />both pump stations are currently underutilized. However, the Barger station has the capacity to provide <br />100 percent back-up for the Terry Street pump station, and the Glenwood station has sufficient capacity <br />for Springfield’s redevelopment of Glenwood. <br />As of 2020, new urban reserves are under consideration. Nevertheless, no urban reserve areas will be <br />included in the study area for this document. The planning period and scope of urban reserves planning <br />render these areas inappropriate to be used for wastewater design. <br />GENERAL <br />The study area for this plan includes all areas for which the City of Eugene is expected to construct and/ <br />or maintain the wastewater collection system. The study area is based on Eugene’s UGB at the end of <br />2019 and the lands included as part of the Eugene Airport, as shown on Map 2-A. <br />Based on the study area of this plan, the larger undeveloped areas that will require major wastewater <br />system expansion are: <br />• North Willakenzie <br />• North Highway 99N Industrial area <br />• Willow Creek area <br />• South Bailey Hill <br />• West 11th/Crow Road <br />• Clear Lake Road <br />Each of these areas is described in more detail in Chapter 7. <br />There are other areas that have considerable growth potential but appear to have minor financial impact <br />on the City’s capital wastewater program. In these areas, wastewater service can be extended from <br />existing trunk systems with 8-inch pipes. Under City Code 7.175(6), the cost of these extensions is paid by <br />the owners of the benefitted parcels. These areas include:
