Meeker Family Testimony <br />NIA 23-5/CA 23-3/509-PA23-05532 <br />October 6, 2023 <br />neighborhoods have unique circumstances that warrant special zoning regulations, a better <br />course of action would be to create new zoning districts instead of wholesale amending the C- <br />2 zone in the entire RR/SC planning area. This is hodgepodge planning that affects the City's <br />buildable lands inventories for Commercial and will impact the development pattern of other <br />C-2 properties in the other neighborhoods throughout the City without those neighborhoods' <br />consent. <br />The code amendment proposal is not consistent with the state-wide planning goals, in <br />particular, Goal 2 (Land Use Planning) and Goal 9 (Economic Development), and should <br />therefore be rejected. <br />Goal 2: Land Use Planning - There is no factual basis for reducing the maximum building <br />height of the C-2 zone or imposing a blanket prohibition of RV/Boat & Watercraft/Motor <br />Vehcile sales in the C-2 zone in this area. The impacts to the City's buildable lands inventory <br />have not been addressed. <br />Goal 9: Economic Development - The proposed code amendments prohibit opportunities <br />for a "variety of economic activities vital to the health, welfare, and prosperity of Oregon's <br />citizens." Narrowing the range of permitted uses in the C-2 zone does the opposite of what <br />Goal 9 is intended to promote. <br />Clemens Marina is a long established, family-owned business with deep ties to the <br />community. My clients object to the proposed amendments to the C-2 zone to remove `Boat <br />and Watercraft Sales/Service"as a permitted use and to change the development standards in the <br />C-2 zone.
