have requested notice. Consistent with ORS 227.186 (Measure 56), a separate notice was also <br />provided to owners of properties affected by the proposed code amendments that apply to C-2 <br />Community Commercial zoned land within the city limits. Notice of the public hearing was also <br />published in the Register Guard consistent with local code requirements. <br />Testimony received in response to the public notice is included as Attachment F to this memo. Any <br />testimony received after the publication of this AIS will be batched and forwarded to the Planning <br />Commissions. Additionally, a copy of the record materials and testimony will be provided directly to <br />the Commissioners for their consideration. <br />At this stage, the commissions' roles are to participate in a joint public hearing and subsequently make <br />separate recommendations on the appropriate portions of the adoption package to their respective <br />governing bodies. The recommendations of the planning commissions must be based on the applicable <br />approval criteria for the proposed amendments. The applicable approval criteria and proposed findings <br />addressing those approval criteria will be provided under separate cover prior to the public hearing. <br />Note that an updated version of the Code Amendments dated September 28, 2023, is included as <br />Attachment D. <br />NEXT STEPS <br />After the public hearing, each Planning Commission will hold its own deliberations and make separate <br />recommendations to their respective governing bodies. <br />Staff recommends that the Planning Commissions hold the record open for one week following the <br />public hearing, until 5pm on October 24, 2023. Testimony received by this date will be indexed and <br />provided to the Commissions for their deliberations. Any testimony received after October 24, 2023 <br />would not be considered by the Planning Commissions for the initial recommendation but will be <br />forwarded to the City Council and Lane County Board for their consideration. <br />The Eugene Planning Commission deliberations and potential recommendation to the Eugene City <br />Council is scheduled for November 14, 2023. The Lane County Planning Commission deliberations and <br />potential recommendation to the Lane County Board of Commissioners is scheduled for November 28, <br />2023. <br />Following the planning commission recommendations, the Eugene City Council and Lane County Board <br />of Commissioners will hold work sessions, a joint public hearing, and deliberations to consider the <br />Planning Commissions' recommendations on the adoption package.
