AGENDA ITEM SUMMARY <br />October 17, 2023 <br />To: Eugene and Lane County Planning Commissions <br />From: Terri Harding, City of Eugene Planning Division <br />Subject: Joint Public Hearing: RIVER ROAD -SANTA CLARA NEIGHBORHOOD PLAN AND METRO <br />PLAN AMENDMENTS AND RIVER ROAD -SANTA CLARA NEIGHBORHOOD -SPECIFIC CODE <br />AMENDMENTS (City Files MA 23-5 and CA 23-3 & County File 509-PA23-05532) <br />I1;1iN1Z11LA0A114,11y1 <br />The City of Eugene and Lane County have been working with the River Road Community Organization <br />(RRCO) and Santa Clara Community Organization (SCCO) since 2017 to create a new Neighborhood <br />Plan. After thorough community outreach, goal and policy development, analysis, coordination, review <br />cycles, and legal review, an adoption package has been assembled and is ready for the public hearing <br />process. The adoption package consists of amendments to the Eugene Code related to allowed uses <br />and development standards in the River Road and Santa Clara areas, as well as amendments to the <br />Eugene -Springfield Metropolitan Area General Plan (Metro Plan) to repeal the 1987 River Road Santa - <br />Clara Urban Facilities Plan, adopt a new River Road — Santa Clara Neighborhood Plan, and amend the <br />Metro Plan to remove Chapter II Section F from the Metro Plan. <br />At this meeting, the Eugene Planning Commission and Lane County Planning Commission will hold a <br />public hearing to accept spoken testimony regarding the proposed adoption package. Following the <br />public hearing, both Planning Commissions will deliberate and make a recommendation on the <br />proposed Metro Plan amendment, the proposed adoption of the new River Road — Santa Clara <br />Neighborhood Plan, and the proposed repeal of the 1987 River Road Santa -Clara Urban Facilities Plan. <br />Only the Eugene Planning Commission will deliberate and make a recommendation on the proposed <br />code amendments because they will only apply to properties within the Eugene city limits. A summary <br />of the adoption package components is provided in Attachment A. <br />BACKGROUND <br />The River Road and Santa Clara neighborhoods are composed of a patchwork of properties within the <br />City of Eugene (incorporated) and Lane County (unincorporated). For over 30 years, land use and <br />development within the River Road and Santa Clara communities have been governed by the River <br />Road -Santa Clara Urban Facilities Plan (1987). An updated, forward-looking plan was needed for this <br />large part of the community. <br />RRCO and SSCO dedicated innumerable volunteer hours to developing a foundation of community <br />input on which to build the neighborhood planning process. This work included past community and <br />planning efforts, such as the Santa Clara -River Road Outreach and Learning (SCRROL) and Santa Clara - <br />River Road Implementation Planning Team (SCRRIPT) projects. <br />Page 1 <br />Page 3 of 122 <br />
