6. The City of Eugene Sewer Treatment Plant is located on the South side of River <br />Avenue and creates traffic and intermittent odor problems which is not conducive to <br />other businesses locating in the area if current use's are not allowed to continue. <br />7. The City of Eugene may find itself in litigation based on a "takings" claim if property <br />owners have their current property rights curtailed or valuations decimated by the <br />needless implementation of plan amendments, when a simple reasonable solution is <br />available. <br />8. The business community on River Avenue has been a good partner to the City of <br />Eugene and we should find a way to continue and enhance that relationship, which will <br />allow us all to prosper and not selectively wipe out longstanding businesses. <br />9. This is an opportunity to demonstrate that City Leadership can be responsive to the <br />needs of services to the general population, Neighborhood Community Groups, and to <br />the business community. This solution is a win-win, where eveybody gets something <br />and nobody gets hurt. <br />10. Please direct your planning staff to craft an "exception area" in the "River <br />Road/Beltline Triangle" which will provide the relief that the Community Organizations <br />desire and the security that the business owners desire.
