AGENDA ITEM SUMMARY <br /> <br />The purpose of this work session is to provide an update on a City-County collaborative <br />planning effort, the River Road-Santa Clara Neighborhood Plan, and seek direction from the <br />Lane County Board of Commissioners to move into the Adoption Phase. On May 12, 2021, the <br />project team will meet with the Eugene City Council to seek direction to move into the <br />Adoption Phase focusing on plan components that require City approval. The project team will <br />provide an update on the Eugene City Council discussion during the May 18, 2021 Lane County <br />Board of Commissioners work session. Once there is support on the plan concepts from the <br />elected officials, staff will prepare the package of associated comprehensive plan and <br />refinement plan amendments, zone changes, and land use code amendments as part of the <br />Adoption Phase. <br /> <br /> <br />II. BACKGROUND/IMPLICATIONS OF ACTION <br /> <br />A. Board Action and Other History <br /> <br />The neighborhood planning project is divided into key phases (see below), with frequent <br />opportunities for decision makers to learn about the project along the way. The Reaching Out, <br />Visioning and Neighborhood Priorities phases of the project were completed between fall <br />2017 and summer 2018. Through spring 2019, the Policy Development phase focused on the <br />drafting of policies that relate to the vision and neighborhood priorities. The draft policies are <br />organized under eighteen high-level goals, which were written by the Community Advisory <br />Committee (CAC) and vetted by the topic area Working Groups. On May 21, 2019, the Board <br />of Commissioners approved the draft goals and policies as a platform for moving into the <br />Action Planning Phase.
