May 12, 2021, Work Session – Item 1 <br />EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br />Work Session: River Road-Santa Clara Neighborhood Plan Project Update Meeting Date: May 12, 2021 Agenda Item Number: 1 Department: Planning and Development Staff Contact: Chelsea Hartman <br />www.eugene-or.gov Contact Telephone Number: 541-682-5686 <br />ISSUE STATEMENT The purpose of this work session is to provide an update on a City-County collaborative planning effort, the River Road-Santa Clara Neighborhood Plan, and seek direction from the Eugene City Council to move into the Adoption Phase. On May 18, 2021, the project team will meet with the Lane County Board of Commissioners to seek direction to move into the Adoption Phase focusing on plan components that require County approval. Once there is clear direction from the elected officials, staff will prepare the package of associated comprehensive plan and refinement plan amendments, zone changes, and land use code amendments as part of the Adoption Phase. <br />BACKGROUND The River Road and Santa Clara Community Organizations, City and County staff, consultants and neighborhood volunteers have been working together since the spring of 2017 to produce a neighborhood plan for the River Road and Santa Clara neighborhoods. The neighborhood planning process is divided into key phases, with opportunities for the City Council to learn about and provide feedback on the project along the way. The first three phases of the project - Reaching Out, Visioning and Neighborhood Priorities - were completed between fall 2017 and summer 2018. Through spring 2019, the Policy Development phase focused on drafting policies that relate to the vision and neighborhood priorities. The draft policies are organized under eighteen high-level goals, which were written by the Community Advisory Committee (CAC – see Attachment A for a list of current members) and vetted by Topic Area Working Groups. On May 15, 2019, City Council approved the draft goals and policies as a platform for moving into the Action Planning Phase. The Action Planning Phase has focused on drafting, evaluating and prioritizing actions to implement the draft policies. Refining the action items has been a collaborative process among the CAC, Topic Area Working Group members, and City, County, and partner agency staff to incorporate community and technical feedback. <br />Action Planning Phase The Action Planning phase has been extended due to several factors, including a more collaborative planning process, staff changes and the impacts of COVID-19.
