However, inclusion of the full Santa <br />Clara community requires intergovernmental coordination, as there are portions of the Santa <br />Clara Community Organization outside the UGB (see Attachment 2) and within the Eugene- <br />Springfield Metropolitan Area Plan (Metro Plan). Any future amendments proposed to the <br />Metro Plan area will be subject to joint City and County review and adoption, as well as <br />coadoption of the neighborhood refinement plan by both City Council and the Board of County <br />Commissioners, consistent with the Metro Plan procedural requirements and Lane Code <br />Chapter 12.200 through 12.225. <br /> <br />Zoning outside of the UGB is within Lane County’s jurisdiction and is implemented by the <br />Lane Code. Uses allowed outright or conditionally within Lane County zones are generally <br />rural in nature, intended for the preservation of farm and forest and other resource uses, and <br />largely defined by Statewide Planning Goals. <br /> <br />For continued updates on the project, the following website is available: <br />www.RiverRoad-SantaClaraPlan.org. <br /> <br />Additionally, staff will provide the Board with regular updates at key conjunctures in the <br />project. <br /> <br /> B. Policy Issues <br /> <br />Lane County has committed to this project as demonstrated with the attached letter of init iation <br />that will be signed by County Administrator, Steve Mokrohisky (Attachment 1). Potential <br />future amendments to the Metro Plan will require compliance with Lane Code Chapter 12.200 <br />through 12.230 and applicable criteria. This project will fulfill a commitment to future <br />neighborhood planning under the Protect, Repair, and Enhance Neighborhood Livability pillar <br />in Envision Eugene. No other Lane Code provisions, plans, or policies directly relate to this <br />project. <br /> <br /> C. Board Goals <br /> <br />Aspects of the forthcoming Neighborhood Plan that will be the product of this planning effort <br />may be supportive of Strategic Plan objectives to plan for safe and vibrant communities. <br />However, the Strategic Plan is not directly related to the commencement of this collaborative, <br />vision-driven neighborhood planning effort. <br /> <br />D. Financial and/or Resource Considerations <br /> <br />None; this is a discussion item only and no specific action is requested. Land Management <br />Division has allocated staff time to coordinate with City of Eugene staff, participate in <br />outreach efforts, and ultimately, guide the Neighborhood Plan through any Metro Plan <br />amendment required to be reviewed and adopted by the Lane County Planning Commission <br />and Board of County Administrators. <br /> <br />E.
