DLCD Notice: 09/12/2023 Page 1 of 4 <br /> <br />_______________________________________________________________________________ <br /> <br />NOTICE OF PUBLIC HEARING <br />Tuesday, October 17, 2023, 6:00 p.m. <br />Virtual Hearing: via Zoom <br />(See attendance / participation information below) <br />________________________________________________________________________________ <br /> <br />The Eugene Planning Commission and Lane County Planning Commission will jointly hold a public <br />hearing to consider: <br /> <br />File Name (#): RIVER ROAD-SANTA CLARA NEIGHBORHOOD PLAN AND METRO PLAN <br />AMENDMENTS AND RIVER ROAD-SANTA CLARA NEIGHBORHOOD-SPECIFIC <br />CODE AMENDMENTS (City of Eugene Files MA 23-5 and CA 23-3 & County <br />File 509-PA23-05532) <br /> <br />Eugene and Lane County are considering amendments to the Eugene-Springfield Metropolitan Area <br />General Plan (Metro Plan) to adopt the River Road-Santa Clara Neighborhood Plan and repeal the <br />1987 River Road-Santa Clara Urban Facilities Plan. Eugene is also considering neighborhood-specific <br />land use code amendments within the River Road and Santa Clara neighborhood boundaries (these <br />changes would only apply to properties within city limits). City and County officials are now formally <br />accepting written comments on these proposals and will be accepting spoken testimony on the <br />proposals during a virtual public hearing on Tuesday, October 17, 2023, at 6:00 p.m. <br />For over 30 years, land use and development within the River Road and Santa Clara communities <br />have been governed by the River Road-Santa Clara Urban Facilities Plan. Following significant work <br />by the residents of the two neighborhoods, an updated, forward-looking plan is proposed for this <br />part of Eugene. If adopted by the City Council and the Board of County Commissioners, the <br />proposed Metro Plan Amendments will: <br />• repeal the 1987 River Road Santa-Clara Urban Facilities Plan <br />• adopt the new River Road- Santa Clara Neighborhood Plan <br />• remove Chapter II Section F and references to the 1987 River Road Santa-Clara Urban <br />Facilities Plan from the Metro Plan <br />As a part of River Road-Santa Clara neighborhood planning, a set of changes to the City of Eugene’s <br />Land Use Code are also proposed. The proposed code amendments would establish River Road and <br />Santa Clara neighborhood-specific code amendments to the C-2 Community Commercial and the R- <br />1 Low Density Residential zones in the River Road and Santa Clara neighborhoods. The proposed <br />changes in C-2 include limiting building height, adding design standards, and prohibiting certain new <br />auto-oriented uses.
