<br />9 <br /> <br />necessarily commit the City, County, neighborhood organizations, or others to immediately carry out <br />each policy to the letter. The City and County will carry out the policies applicable to the City and County <br />to the best of their abilities, given sufficient time and resources. <br />Future Amendments <br />The Neighborhood Plan is a long-range policy document which establishes a framework for future <br />decision-making, however it may require updates or amendments in response to changes in the law or <br />circumstances important to the community. <br />Because the boundary of the plan includes land within the Eugene city limits, land between the Eugene <br />city limits and the UGB, and land outside the UGB but within the Metro Plan Boundary, the plan requires <br />joint adoption by Eugene and Lane County. The approval process for an amendment to the <br />Neighborhood Plan shall necessarily follow the Metro Plan Amendment process for two jurisdictions <br />(Type II process), as outlined in the Eugene-Springfield Metropolitan Area General Plan.
