The following are the responses to the Completeness <br />Review items. The City items are in regular typeface and my responses are in italics. <br /> <br />PLANNING <br />Written Statement <br />1. Provided a written statement demonstrating how the requested change satisfies the criteria in Eugene <br />Code Section 9.8865. <br />1. The submitted materials include a copy of the Jefferson/Far West Existing Zoning Map. However, the <br />correct map to use is the colored Land Use Diagram (General Future Land Use Patterns) and should <br />be submitted as additional materials. As you do note in your response to 9.8865(2), the property is <br />depicted as area 17, however, the entire policy (on page 29 of the Jefferson/Far West Plan) should <br />be quoted in the narrative and discussed. Of particular note, the last sentence, “Site review shall be <br />required in conjunction with rezonings” needs to be addressed in your narrative. Since there is no <br />development proposed at this time, it is appropriate for you to request including the /SR overlay so <br />that the application is consistent with this policy and that future proposed development can be <br />appropriately reviewed for any potential impacts with a Site Review application. It is preferred by staff <br />that the applicant proposed the overlay zone to ensure compliance and meet the approval criteria <br />rather than staff needing to make the argument to the Hearings Official. <br /> <br />See revised written statement and attachments. The Land Use Diagram (General Future Land Use <br />Patterns) has been substituted for the Jefferson/Far West Existing Zoning Map. <br /> <br />The policy regarding Site Review overlay has been addressed directly and the request has been <br />made to rezone to R-4/SR. <br /> <br />2. Transportation Planning Rule <br />This box was checked as complete and there were no additional comments. Since the rezoning of the <br />property is consistent with the Metro Plan I am assuming this box was checked inadvertently? <br /> <br /> <br />Please call if you have any questions, comments or need any additional information.
