DRAFT WILLAMETTE RIVER GREENWAY DESIGN PLAN <br />Land Ownership <br />Attachment 1.A <br />As part of the Eugene 2012 to 2032 Buildable Lands Inventory project, the City developed a committed <br />areas layer that includes land that is devoted to special uses like parks, schools, government offices, <br />cemeteries, and rights-of-way and therefore has no development or redevelopment potential. Based on tax <br />assessor data from January 1, 2021, lands classified as committed include the following: <br />• City Government Property <br />• County Government Property <br />• State Government Property (includes land owned by state-funded schools such as University of Oregon <br />and Lane Community College) <br />• Federal Government Property (e.g. Bureau of Land Management) <br />• Parks (city, county, and state) and park easements <br />• School district property (e.g. 4J and Bethel) <br />• Cemeteries <br />• Public utility property for water, wastewater, electric and natural gas. Includes Bonneville Power <br />Administration (BPA) easements <br />• Transportation rights-of-way (e.g. streets and rail) <br />Table 1.2 displays the area of committed lands within the Willamette Greenway, other private lands that do <br />have redevelopment potential, and the total land area. The Willamette Greenway boundary encompasses <br />1,782 total acres of land and 1,569 acres, or 88 percent, of the total land area constitutes committed lands <br />with no development or redevelopment potential.
